Xi Jinping’s speech at the 16th BRICS Leaders’ Meeting (full text)

On October 23, 2024, in Kazan, Russian President Vladimir Putin welcomed delegates to the 16th BRICS Leaders’ Summit. During the event, President Xi Jinping of the People’s Republic of China delivered a significant address, which highlighted several key points regarding the future of BRICS cooperation.

“First of all, I’d like to congratulate everyone on the successful convening of this summit,” President Xi began, expressing gratitude to President Putin and the Russian hosts for their thoughtful arrangements and warm hospitality. He took this opportunity to warmly welcome the new members joining the BRICS family, noting this expansion as a milestone in the history of BRICS development and a significant event in the evolution of the international order.

As Xi mentioned, this summit marks yet another important step in bringing more countries into the BRICS partnership. He referenced the Chinese saying, “A gentleman seeks profit through righteousness,” emphasizing that the unity of BRICS nations stems from shared aspirations and a commitment to global peace and development. He urged the leaders present to seize the momentum from the summit, tackle strategic issues collectively, and push forward decisively for the advancement of BRICS cooperation.

Addressing the current global climate, President Xi acknowledged the world is entering a period characterized by turbulence and transformation. He posed a pivotal question: Should we let the world remain chaotic, or should we steer it back towards a path of peaceful development? Citing Russian author Chernyshevsky’s work, he highlighted the importance of strong will and passionate struggle in navigating these challenging times. “The greater the storm of the era, the more we must stand at the forefront with resilience, courage, and wisdom,” he stated, envisioning BRICS as a primary conduit for fostering unity among the Global South and leading changes in global governance.

President Xi outlined several initiatives for BRICS moving forward:

1. **Building a “Peaceful BRICS”:** He called for collaborative efforts to maintain common security and ensure the safety of all nations. He pointed out the ongoing Ukraine crisis and the worsening humanitarian situation in Gaza, advocating for principles that prevent escalation and encourage peaceful resolution.

2. **Creating an “Innovative BRICS”:** Stressing the rapid technological revolution, he proposed the establishment of centers for artificial intelligence, maritime resource research, and digital industry ecosystems within BRICS to enhance innovation and collaboration.

3. **Promoting a “Green BRICS”:** Xi emphasized the importance of sustainable development, stating that BRICS nations should actively engage in global green initiatives. He pointed to China’s contributions in electric vehicles and solar energy as examples of leadership in sustainable practices.

4. **Establishing a “Just BRICS”:** He acknowledged the shifting balance of international power and the urgent need for reforms in global governance frameworks. He reiterated the commitment to true multilateralism and increasing the representation of developing countries.

5. **Advancing a “Cultural BRICS”:** Recognizing the rich histories and cultures of BRICS nations, President Xi advocated for the promotion of cultural exchanges and educational cooperation to foster mutual understanding and respect.

He concluded by expressing China’s commitment to working alongside other BRICS nations and more countries from the Global South to advance high-quality development in BRICS cooperation and promote a shared vision for humanity’s future.
