Kazan Declaration of the 16th BRICS Leaders’ Meeting (full text)

During an interview on October 24, 2024, in Kazan, Russia, leaders of the BRICS countries convened for their 16th summit from October 22 to 24, with a central theme of “Strengthening Multilateralism to Promote Fair Global Development and Security.”

They expressed a commitment to reinforcing the unity and cooperation of BRICS based on shared interests and priorities. The leaders emphasized the BRICS spirit, which acknowledges mutual respect, sovereign equality, democratic solidarity, openness, and inclusive cooperation. They recognize the need to bolster this partnership, especially in the areas of political security, economic and financial collaboration, and cultural exchange.

The summit also highlighted the appreciation for Russia’s presidency in holding a BRICS dialogue on “BRICS and the Global South: Building a Better World” on October 24, which includes participation from new emerging markets and developing countries from Africa, Asia, Europe, Latin America, and the Middle East. Leaders expressed their dedication to expanding BRICS partnerships with emerging markets and developing nations to further consolidation and authentic international cooperation for mutual benefit.

Central to their discussions was the recognition of a shifting global order with emerging centers of power and policymaking, which underscores the necessity for a more equitable, democratic, and multipolar world. They called for reforms in the global financial architecture, support for sustainable development goals, and a renewed focus on inclusive growth. They emphasized the significance of equitable access to resources and the importance of international cooperation in addressing shared challenges.
